The Village’s Zoning Regulations (Zoning Ordinance) was last comprehensively reviewed and amended in 1993. Since then the Village has revised bits and pieces of the Zoning Ordinance to address events or discovered issues experienced by the Village and its development community over time. As a result of these modifications, over twenty amendments in all, and based on reoccurring experiences interpreting and administering the current Zoning Ordinance, the Community Development Department recommends we again, almost 25 years later, comprehensively review, amend and modernize the Village’s Zoning Ordinance. In doing so, the Village can ensure the Zoning Ordinance will continue to serve as a tool to maintain and enhance the character of the Village; promote and protect the public health, safety and welfare of the Village; conserve the value of land and structures, promote orderly growth, and encourage appropriate investment of land and structures throughout the Village. This project is a listed Budgeted Goal and Action Step for the Community Development Department in the in the SY2016-CY2017 Budget.
The Request for Proposals (RFP) is seeking consultant services for the preparation of a comprehensive zoning ordinance amendment for the Village of Clarendon Hills. The RFP identifies the need to identify, correct legal conflicts and deficiencies in the Zoning Ordinance, and to modernize the ordinance as a whole to ensure that it is clear in language as well as user-friendly for Village staff, residents and the Clarendon Hills’ business community.
The amendment process includes: 1) Project Kickoff Meeting and ZBA/PC Training Session; 2) An Existing Conditions Analysis/Diagnosis of Current Ordinance; 3) Recommendations for Change; 4) Draft for Village Staff Review; 5) Draft for ZBA/PC-Public Hearing consideration; and 4) Final Draft for Village Board consideration and approval. This project is projected to take approximately nine (9) months to complete.
